Despite the increasingly central role occupied by technical standardization in the current era of heightened geopolitical rivalry, extant research is confronted with a lack of quantitative data on the standard-setting practices and perspectives of ICT firms. Against this background, this draft report highlights selected findings from a large-scale survey (N = 1,128) on standard-setting in the ICT sector across six countries: China, South Korea, Germany, France, the United Kingdom, and the United States. We present survey results on cross-national variation regarding the level of firm investments in standardization, the degree of state involvement in standard-setting activities, the prevalence of a China threat perception among ICT companies, as well as firms’ preferences for future standardization governance.
